The Security Service has documented the criminal activities of Russian billionaire Serhii Kabargin, who is involved in the financing of Russia’s armed aggression against Ukraine.
From the beginning of the full-scale invasion, he implemented a “scheme” that allowed him to transfer billions of rubles to the Russian budget.
For this purpose, the Russian used JSC “Kirovohrad Ore Management”, controlled in Ukraine, where rare types of clay are mined, including refractory classification.
This raw material is a necessary component for the construction and repair of technological premises at potentially dangerous industrial and energy facilities.
According to Kabargin’s instructions, rocks from the Ukrainian company were allegedly supplied to third companies, although in fact they went to the business structures of Rosatom and Lukoil.
The figure made deliveries through his own company in Russia – Borovychskiy kombinat ogneuporov.
In addition, Kabargin sent a significant amount of building materials manufactured at this enterprise from Ukrainian raw materials to the Russian troops at the front for the construction of fortified areas.
On the basis of the collected evidence, the investigators of the Security Service informed the Russian billionaire of suspicion under part 4 of Art. 110-2 of the Criminal Code of Ukraine (financing of actions committed for the purpose of violent change or overthrow of the constitutional order or seizure of state power, change of territory or state border of Ukraine).
Since the suspect is on the territory of the Russian Federation, comprehensive measures are being taken to bring him to justice for crimes against Ukraine.
We will remind that in September 2022, according to the SBU, a seizure was imposed on the corporate rights and property of Russian shareholders in the ownership structure of JSC “Kirovogradske Rudopravlinnia” for 500 million UAH.
The investigation was conducted by SBU employees in the Kirovohrad region under the procedural guidance of the regional prosecutor’s office.
