In a stark warning to the international community, International Atomic Energy Agency (IAEA) Director General Rafael Grossi has highlighted the ongoing threats to the Zaporozhye Nuclear Power Plant (ZNPP) in Ukraine.
According to Grossi, all seven of the plant’s indispensable safety and security pillars have been partially or fully compromised due to the conflict in the region, escalating concerns about a potential nuclear disaster.
The ZNPP, Europe’s largest nuclear power station, has been a focal point of international concern since the outbreak of the Russia-Ukraine war. The ongoing conflict has not only threatened the plant’s physical integrity but also jeopardized essential operational and safety measures, raising alarms at the highest levels of the IAEA.
Compromised Safety Pillars
In a detailed report, Grossi expressed grave concerns over the plant’s deteriorating safety situation. “The situation at the ZNPP has remained precarious and very fragile over the past two years and continues to be so, with all Seven Indispensable Pillars being either fully or partially compromised,” he said.
The IAEA’s seven pillars of nuclear safety, outlined in March 2022, include maintaining the physical integrity of the plant, ensuring the functionality of safety and security systems, and providing external power supplies for cooling and other essential operations.
Grossi’s report emphasized that the risks posed to plant personnel, the international community, and the general public are growing as the armed conflict intensifies in the region.
The report highlighted recent incidents, such as alleged drone strikes and a fire in one of the cooling towers, which have fortunately not yet resulted in a radiological incident.
However, the IAEA warned that these incidents underscore the fragile state of the plant and the increasing likelihood of a catastrophic event if the conflict persists.
Personnel and Power Supply Challenges
One of the most pressing concerns raised in the report is the challenge of maintaining adequate staffing levels at the ZNPP. Many of the plant’s personnel have faced ongoing difficulties due to the conflict, with some unable to return to work due to security risks or displacement.
This has strained the plant’s ability to operate safely and effectively, particularly as it requires highly trained staff to manage its complex systems.
In addition to staffing challenges, the report highlighted significant issues with ensuring a stable external power supply. The ZNPP relies on a continuous supply of electricity from external sources to maintain critical cooling systems for its reactors.
Disruptions to this power supply have been a recurrent issue, exacerbated by the ongoing conflict. The IAEA stressed that ensuring a reliable power supply is essential to prevent a nuclear accident, as power outages could lead to overheating and potentially catastrophic reactor failures.
“The plant faces significant challenges in terms of personnel, providing water to cool the reactors, and accessing external power supply,” Grossi noted. The IAEA’s assessments demonstrate that the risk of an accident at the ZNPP remains dangerously high.
Radiation Monitoring and Communication Breakdowns
The IAEA report also highlighted concerns about radiation monitoring at the plant. Effective radiation monitoring is crucial for detecting any leaks or abnormal levels of radiation that could indicate a potential problem.
However, the ongoing conflict has severely hampered the ability of plant personnel to carry out regular monitoring and maintenance, increasing the likelihood that a critical issue could go undetected until it is too late.
Additionally, the conflict has disrupted communication channels between the ZNPP, the Ukrainian regulator, and other relevant parties. These communication breakdowns have made it more difficult for the IAEA to assess the situation at the plant accurately and in real time.
The IAEA has pledged to continue providing transparent information and assessments to the international community, but the lack of reliable communication from the ground has created significant obstacles.
“Entering into our third year at the ZNPP, we pledge to continue to transparently share information and IAEA assessments with the international community, member states, and the public,” Grossi said.
Despite these efforts, the situation remains highly uncertain, and the IAEA is urging all parties involved in the conflict to take immediate action to protect the plant.
International Response and Calls for Action
The IAEA has repeatedly called for a cessation of hostilities around the ZNPP and for the establishment of a safe zone to protect the plant from further damage. However, these calls have largely gone unheeded as the conflict rages on.
The situation at the plant has drawn widespread concern from international organizations and governments, who fear that a nuclear accident could have devastating consequences not only for Ukraine but for the entire region.
“No one can benefit from attacks against nuclear facilities,” Grossi stated in the report. The IAEA chief urged all parties to prioritize the safety of the ZNPP and to ensure that the plant remains protected from the effects of the conflict.
He also emphasized the need for international cooperation to address the ongoing risks at the plant and to prevent a nuclear catastrophe.
The ZNPP, located in the Zaporizhzhia region of southeastern Ukraine, has been under Russian control since the early days of the invasion.
The plant’s strategic importance has made it a target in the ongoing conflict, with both Ukrainian and Russian forces vying for control of the area. Despite the dangers, the plant continues to operate, although at a reduced capacity, with only one of its six reactors currently online.
