The counter-intelligence of the Security Service, together with the National Police, eliminated a large-scale scheme of illegal departure of citizens of military age abroad in Vinnytsia.
As a result of comprehensive measures, the organizer of the arrangement – an official of the local medical and diagnostic center, who involved more than 10 people in illegal activities – was arrested. At first, officials of the regional military medical commission.
The details about the following has been shared by the Security Service of Ukraine via their official social media handle.
As per the details shared by the SBU, “For money, the organizer of the scheme offered potential conscripts to avoid mobilization and flee abroad on the basis of fictitious documents stating that they were unfit for military service due to their health. He estimated the cost of such “services” from 3 to 10 thousand US dollars. The amount depended on the “complexity” of the diagnosis and the urgency of its “establishment. After receiving the “order”, the attacker turned to his accomplices from the local military medical commission, who falsified medical reports on the state of health of their clients. In this way, they created a formal basis for “writing off” evaders from military registration and lifting the relevant restrictions on traveling abroad.”
It is to be noted that, employees of the SBU established more than 200 episodes of crime committed by the organizer of the scheme and his accomplices.
The law enforcement officers detained the main figure – an official of the medical and diagnostic center “red handed” while handing him a new amount of illegal profit.
During searches of the car, as well as at the place of work and residence of the detainee, the following was found:
▪ money obtained through corruption;
▪ documents, draft records and computer equipment with evidence of illegal activity.
Currently, he has been notified of suspicion under Part 3 of Art. 332 of the Criminal Code of Ukraine (illegal transportation of persons across the state border of Ukraine).
In addition, the issue of additional qualification of the criminal actions of the person involved under Part 2 of Art. 368 of the Criminal Code of Ukraine (acceptance of an offer, promise or receipt of an illegal benefit by an official).
Perpetrators face up to 10 years in prison with confiscation of property.
Complex measures were carried out by SBU employees in Vinnytsia region together with the National Police under the procedural guidance of the regional prosecutor’s office.
