The Security Service of Ukraine has exposed another scheme of stealing of funds from the budget of Kyiv, which were intended for the liquidation of the emergency situations in the city during the war. The details about the above mentioned has been shared by the Security Service of Ukraine via their official social media handle.

It is to be noted that, the attacker turned out to be the former general director of JSC Kyivvodokanal, who was in office at the beginning of the full-scale invasion of the Russian Federation. Then he and his accomplices appropriated almost UAH 65 million as expenses for the relocation of the floating pumping station to the Desna River.

There, it was supposed to pump water to the technological facilities of the Dnipro waterworks, and then to the centralized water supply of Kyiv.

In this way, the equipment was supposed to provide Kyivans with a backup supply of water during active hostilities in the territory of the capital region.

According to the investigation, the floating pumping station was defective and technologically could not be transported.

In order to steal budget money, those involved in March 2022 entered into an agreement with an affiliated company to fictitiously move equipment to the Desna water area.

In fact, the pumping station remained in place, and the money for its “transportation” was transferred almost in full to the contractors, with subsequent withdrawal into the shadows.

Examinations initiated by the Security Service confirmed the fact of embezzlement of budget funds, as well as the unfitness of the pumping equipment for operation according to its intended purpose.

During searches of the office premises of the defendants, financial and business documentation with evidence of embezzlement was found.

Currently, the former general director of Kyivvodokanal has been notified of suspicion under Part 5 of Art. 191 of the Criminal Code of Ukraine (appropriation, embezzlement of property or possession of it by abuse of official position, committed in particularly large amounts).

The investigation is ongoing. The perpetrator faces up to 12 years in prison with confiscation of property.

The investigation of the crime was carried out by SBU officers in the city of Kyiv and the Kyiv region together with the National Police under the procedural guidance of the Pechersk District Prosecutor’s Office of the city of Kyiv.
